CF15 - 06/07 | Minutes The minutes of the meeting held on 4th
December 2006 were submitted and signed.

CF16 - 06/07 | Council Tax 2007/08 The Committee received a report of the
Head of Finance setting out the statutory Council Tax Resolution
for 2007/08, including the Council Tax requirements for
Hertfordshire County Council and Hertfordshire Police Authority.
The General Fund budget requirement for Watford Borough Council, as
agreed by Council on 29th January 2007 had been incorporated.
A Member commented that the County Council's resolution had stated the increase was 5%, but the Head of Finance's report stated it was 4.99%. He asked which figure was correct. The Director of Finance explained that the report included the band figures that had been provided by the County Council. The percentage increase would be rounded up to 5% in the papers issued with the Council Tax bills. RESOLVED -
1. that the Council Tax for Watford Borough Council including the precepts for Hertfordshire County Council and Hertfordshire Police Authority be set as outlined below: 2. that the requisite calculations having been made by the Council for the year 2007/08 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992: a) The basic amount of Watford Borough Council's Tax (at Band D) for 2007/08 is £244.90. b) See Table 1 (Council Tax 2007/08 - Watford Borough Council) contained in the report. Being the amounts given by multiplying the amount at paragraph 2.2 a) above by the number which, in the proportion set out in Section 5 (1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in Valuation Band D, calculated by the Council, in accordance with Section 36 (1) of the Act, as the amounts to be taken into account for the year 2007/08 in respect of categories of dwellings listed in different valuation bands. c) That for the year 2007/08 Hertfordshire County Council and Hertfordshire Police Authority have now issued the Council the amounts in precepts, in accordance with Section 40 of the Local Government Finance Act 1992, for each of the categories of the dwellings as outlined in Table 2, as shown in the report. d) That, having calculated the aggregate in each case of the amounts at paragraphs b) and c) above, the Council, in accordance with Section 30 (2) of the Local Government Finance Act 1992, hereby sets the following amounts as the amounts of Council Tax for the year 2007/08 for each of the categories of dwellings as outlined in Table 3, as shown in the report. 3. The final precepts notified, and included in table 3 in the report, represent increases of: Watford Borough Council - £6.20, an increase of 2.60% Hertfordshire County Council - £49.18, an increase of 4.99% Hertfordshire Police Authority - £6.19, an increase of 4.99% |

CF17 - 06/07 | Document Management Systems The Committee received a report of the
Director of Finance asking Members to approve the principle of
harmonising ICT systems with those of other councils in the Shared
Services partnership. Members were informed that it was possible to
achieve a Document Management System for immediate requirement
within the existing Contract Procedure Rules.
RESOLVED -
1. that the principle of harmonising ICT systems be agreed. 2. that the use of the OGC S-Cat process to purchase a Document Management System be noted. |
