Reason for urgency:
This is a new licensing regime being introduced by the Government under the Business and Planning Bill, which is currently with the House of Lords for consideration. Although the Bill has not yet been made law, we are expecting it to receive Royal Assent and be passed as legislation imminently. We are concerned that, given that the Government introduced this Bill to the House of Commons as needing to be passed quickly as part of the plans for stimulating the economy after the Covid-19 pandemic, the legislation will be introduced with minimum delay. We are expecting applications to be submitted shortly after the legislation is passed. The consultation period for these applications is 7 days, with a decision required on these licences within 7 days. This is a very short consultation and determination window.
