Committee membership/ election of a Chair

Minutes:

The Democratic Services Officer confirmed that the Sub-Committee would comprise Councillors Hamid, Hastrick and Mills.

 

            The Sub-Committee was asked to elect a Chair for the hearing.

 

            RESOLVED –

 

            that Councillor Hastrick be elected Chair for this hearing.

 

            All parties present introduced themselves.

 

All parties present confirmed that they were satisfied for the hearing to take place in private.

Minutes:

There were no disclosures of interest.

Exclusion of Press and Public

The Chair to move: that, under Section 100A (4) of the Local Government Act 1972, the public and press be excluded from the meeting for the following item of business as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during consideration of the item there would be disclosure to them of exempt information as defined in Section 100(1) of the Act for the reasons stated below in terms of Schedule 12A.

 

Note: if approved, the Chair will ask members of the press and public to leave the meeting at this point.

RESOLVED -

Review of Premises Licence - Basement, 46 The Parade, High Street, Watford

An application has been received to review the premises licence in force at Basement, 46 The Parade, High Street, Watford WD17 1AY.

 

Schedule 12A, paragraphs 1, 2 and 7.

Minutes:

The Chair asked whether there would be any attendees on behalf of the premises. The Senior Licensing Officer advised that to the best of his knowledge, no one from the premises would be attending.  He added that he had been in contact with the licensee’s representative as recently as two days before this hearing, and with representatives of the licence holder’s landlord of the premises the day before this hearing.   

           

The Senior Licensing Officer introduced the report outlining the application for review of the premises licence. Hertfordshire Constabulary had brought the review on the basis that all four licensing objectives were being undermined. 

 

            There were no questions for the Senior Licensing Officer.

           

           

The Police presented their reasons for the application review, together with supporting evidence.

 

Members and officers asked questions about the application and received responses.     

 

The Chair thanked the Police and explained that the decision would be made available within five working days.

 

RESOLVED –

that the premises license for Basement, 46 The Parade, High Street Watford be revoked.
