The Group Head of Human Resources and OD advised that, in relation to minute number 10, as he was a member of the Strategic Leadership Team and had an interest in the outcome, he would absent himself from the meeting whilst members made their determination.

In accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2014, a recorded vote will be taken for this item.

 

Minutes:

 

The committee received a report of the Interim Director of Finance (Shared Services) consolidating the decisions of Watford Borough Council and the two precepting bodies to give the overall council tax for residents of Watford for 2020/21.

 

The Interim Head of Finance introduced the report and explained that the Council Tax setting was a procedural decision.  He explained that Watford Borough Council set its Council Tax at the 28 January 2020 Council meeting, Hertfordshire County Council set its Council Tax at their Council meeting on 25 February 2020 and the Police and Crime Commissioner set his Council Tax at the Panel meeting on 6 February 2020.

 

The Interim Head of Finance informed members that Watford Borough Council collected monies on behalf of Hertfordshire County Council and the Police and Crime Commissioner.

 

The Chair advised that the committee was to agree the overall Council Tax; which was based on the decisions made at the meetings as described.

 

In accordance with the Local Authorities (Standing orders) (England) (Amendment) Regulations 2014, a recorded vote was taken.

 

Those voting in favour of the resolution:

Councillors Walford, Johnson, Dychton, Parker, Shah and Watkin

 

There were no votes against the resolution or any abstentions.

 

The resolution was carried by 6 votes to 0.

 

RESOLVED –

 

that the committee formally sets the total Council Tax for Watford Borough Council, which includes the precepts for Hertfordshire County Council and the Police and Crime Commissioner for Hertfordshire, as set out in the report.

Exclusion of press and public

The Chair to move: that, under Section 100A (4) of the Local Government Act 1972, the public and press be excluded from the meeting for the following item of business as it is likely, in the view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during consideration of the item there would be disclosure to them of exempt information as defined in section 100(1) of the Act for the reasons stated below in terms of Schedule 12A.

 

Note: if approved, the Chair will ask members of the press and public to leave the meeting at this point.

Pay Review for Senior Leadership team

Minutes:

The Group Head of Human Resources and OD introduced the report proposing revised pay bands for the Council’s Senior Leadership Team.  He drew the committee’s attention to an error in the table in Appendix 4, and a proposed amendment thereto.

 

Members discussed the report, and the Group Head of Human Resources and OD responded to questions and comments.  The Group Head of Human Resources and OD then absented himself from the room whilst the committee made its determination.

 

RESOLVED –

 

that the SLT structure and recommended new pay bands in Appendix 4 to the report, including the amendment indicated by the Head of Human Resources and OD, be approved.
