CPP01 - 08/09 Apologies for Absence/Change of Membership
Councillor Leslie was replaced by Councillor Poole for this meeting.

CPP02 - 08/09 Disclosures of Interest
There were no disclosures of interest.

CPP03 - 08/09 Minutes
The minutes of the Remuneration Panel meeting held on 8th March 2007 were submitted and signed. It was noted that the name of the Panel had been changed to Chief Officer Pay Panel at Annual Council in May.

CPP04 - 08/09 Exclusion of Press & Public
RESOLVED

that, under Section 100A(4) of the Local Government Act 1972, the public and press be excluded from the meeting for the following item of business as it was likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during consideration of the item there would be disclosure to them of exempt information as defined in Section 100(1), Schedule 12A of the Act for the reasons stated in the report.

CPP05 - 08/09 Managing Director's Pay
At a meeting of the Remuneration Panel on 16th May, 2006, it had been agreed that the Remuneration Panel would determine annually the level of performance payment to be made to the Managing Director based upon the criteria agreed at that meeting and taking into account the recommendation of the Mayor. In making her recommendations the Mayor would seek the views of Cabinet, Group Leaders, CMB, Audit Commission reports and major stakeholders in relation to progress on projects. It had also been agreed that the assessment categories for personal points would be set at:
Excellent =100%; Good = 75%; Fair =50%; Poor = 0%


A report of the Head of Human Resources had been circulated and the Mayor was invited to address the Panel to present her recommendations.

She explained that the rationale for giving the Panel the authority to determine what level of payment was awarded was to ensure that the process was seen as being open and accountable.

The Managing Director's progress against 14 objectives were outlined in the report and the Mayor drew the Panel's particular attention to a number of significant achievements including, in particular, scoring a "good" CPA score. Watford was only one of two councils in the country to have improved by two categories.

Other areas of achievement including shared services, the handling of the Council's re-structure, equal pay audit and stock transfer.

The only area identified for improvement was in respect of use of resources and improvements were anticipated over the next year.

Members of the Panel concurred with the views expressed by the Mayor. They considered that the Managing Director demonstrated good leadership and that an award of 100% was appropriate.

RESOLVED

that the maximum (100%) performance related personal salary enhancement be made to the Managing Director effective from 1 April 2008.
