A report of the Head of Community and Environmental Services seeking the agreement of the committee to the timetable for the implementation of a new licencing policy and the approach to be taken with regard to the policy.

The Committee received a report of the Head of Community and Environmental Services.  It set out the approach to be taken in order to review the current Statement of Licensing Policy, which is due to expire in November 2018. 

 

The Environmental Health Manager highlighted key aspects of the report and explained the proposed procedures and suggested changes to the policy.  He informed the committee of new Acts and changes in legislation which would have an impact on the new policy.  He said that the policy would complement the proposed Town Centre Vision and Cultural Plan.

 

The Environmental Health Manager responded to questions from the committee.  He explained that the Police would identify any crime hotspots and would feed into the consultation.  Councillors were also able to provide feedback during the consultation period with any local knowledge they thought would be relevant.  He provided further information about the Sensitive Licensing Areas and the reasons they had been introduced at the locations shown in policy LP4.  It was proposed that the consultation would ask whether these areas were still relevant.  He reminded councillors that the policy related to the sale and supply of alcohol and not generally where alcohol could be consumed.

 

RESOLVED –

 

1.      that the timetable for the implementation of a new licensing policy by 19 November 2018 as set out in paragraph 6.2 of the report and the approach to be taken with regard to the new policy be agreed.

 

2.      that the focus of the public consultation, as set out in section 4 of the report be agreed.

 

3.      that officers consult with the parties as set out in paragraph 6.2 of the report and report to the Licensing Committee at its meeting on 26 September 2018 and then Council on 16 October 2018 be agreed.
