CF11 - 09/10 | Disclosures of Interest There were no disclosures of
interest.

CF12 - 09/10 | Minutes The minutes of the meeting held on 20
January 2010 were submitted and signed.

CF13 - 09/10 | Contract Procedure The Committee received a report of the
Procurement Manager including the proposed Contract Procedure
Rules. Members were informed that the new procedure rules would
apply to both Watford Borough Council and Three Rivers District
Council. There were four major changes between the new rules and
the current version, which were set out in the report.
RESOLVED -
that the Committee recommends to Council the adoption of the Contract Procedure Rules as set out in Appendix 1 to the report. |

CF14 - 09/10 | Council Tax 2010/11 The Chair had agreed that the report could
be submitted late as the County Council and the Police Authority
did not set their precepts until 23 February. The overall level of
Council Tax needed to be approved to comply with legal and good
practice requirements on billing.
The Committee received a report of the Interim Head of Finance, which consolidated the decisions of Watford Borough Council and the two precepting authorities, Hertfordshire County Council and Hertfordshire Police Authority. The report set out each authority's precept and then combined the amounts to provide the overall council tax for Watford residents. It was noted that the Borough Council had reduced its share by 1.44%, the County Council had frozen its budget and the Police Authority had increased its share by 3.5%. RESOLVED -
that the total council tax for Watford Borough Council, including the precepts for Hertfordshire County Council and the Hertfordshire Police Authority, as set out in Table 3 in the report, be agreed. |
